B&N developed an SS4A-compliant Traffic Safety Action Plan (TSAP) for the City of Huber Heights, Ohio. As a suburb of Dayton, Huber Heights has a population of just over 43,000 residents. The goals of the TSAP were to identify traffic safety challenges within the City, identify solutions to mitigate fatal and serious injury crashes and determine funding opportunities for implementing improvements.
The project included public engagement utilizing an online public survey advertised through various social media channels. Nearly 1,000 respondents participated in the survey and expressed a desire for enhanced enforcement and intersection improvements. The B&N team was able to overlay real-time speed data with severe crashes to evaluate where operating speeds were significantly higher than posted speed limits and/or desired speeds.
The analysis uncovered that a majority of the 85th percentile operating speeds on collector and arterial roadways within the city limits were 10 mph above the posted limit. The crash data indicated that nearly 77% of fatal and serious injury crashes occurred on those same roads. With this information, solutions were offered such as right-sizing roadways based on their context and land use, identifying and implementing speed management techniques. Huber Heights was eligible to apply for SS4A implementation funds and identify alternative funding sources like ODOT HSIP.
