B&N Expands into Georgia


Burgess & Niple is pleased to announce the firm's expansion into Georgia, enhancing our capacity to provide comprehensive and innovative infrastructure solutions to clients throughout the Southeast region.

We are proud to welcome Steven Gaines, Howard Anderson, Robert Benson, Kaitlyn Diehsner and Brock Hoegh, who will lead our Georgia team. Together, they bring deep local knowledge and decades of experience delivering roadway, bridge and drainage projects for the Georgia Department of Transportation (GDOT) as well as local agencies. 

This expansion represents a key milestone in B&N’s strategic growth initiative and continues our ongoing commitment to investing in employees, strengthening partnerships, and supporting the communities we serve. 

Meet our Georgia team:

Steven Gaines, PE | Georgia Roadway Section Director 

Steven Gaines, PE, brings 30 years of transportation engineering experience to B&N, having served as a roadway engineer and project manager on over 50 roadway and intersection improvement projects in Georgia and Florida for GDOT, Florida Department of Transportation and local agencies. His expertise covers geometric design, alignments, drainage, erosion control, utility coordination and construction staging. Steven has managed complex intersection and roadway widening projects, supported bridge replacements, and completed more than 20 value engineering studies. He is recognized for leading multidisciplinary teams and maintaining schedule, budget and quality while coordinating with GDOT and local agencies. He holds a Bachelor of Science in Civil Engineering from the Georgia Institute of Technology.

Howard Anderson, PE | Senior Project Manager

Howard Anderson, PE, has over 20 years of roadway design experience supporting transportation agencies and local governments across Georgia and Florida. His expertise covers geometric design, alignments, drainage, utility coordination, and maintenance of traffic. Howard has led numerous roadway and intersection improvement projects, including alternatives evaluation, constructability review and agency coordination. Notable projects include SR 201 Extension in Whitfield County, GDOT safety and operational improvements in Coweta County, and additional projects in Santa Rosa and Martin counties. He is recognized for his technical leadership, guiding projects from concept through final plans. Howard holds a Bachelor of Science in Civil Engineering from Florida International University.

Robert Benson, PE | Project Engineer 

Robert Benson, PE, is a roadway/bridge engineer with six years of experience supporting roadway and bridge projects in Georgia, Florida and the Midwest. He specializes in roadway geometry development, plan preparation, drainage and erosion control design, utility coordination, and construction staging. Robert has contributed to major FDOT bridge design-build projects, including the Anna Maria Island Bridge Replacement, Gateway Express, SR 679 (Pinellas Bayway) Structure E and I-75 at Overpass Road Interchange. His background includes bridge replacement design support, multimodal corridor improvements, maintenance of traffic, open drainage systems and interdisciplinary coordination for alternative delivery projects. Robert earned his Bachelor of Science in Civil Engineering from the University of Georgia.

Kaitlyn Diehsner, PE | Senior Engineer

Kaitlyn Diehsner, PE, is a roadway engineer with 11 years of transportation design experience spanning both bridge engineering and roadway plan production. She has contributed to multiple GDOT projects, gaining expertise in concept development, preliminary and final plans, and supporting the replacement of structurally deficient bridges and culverts through GDOT Bridge Bundle projects. Kaitlyn’s responsibilities have included roadway plan development, hydraulic study and environmental documentation coordination, and preparation of cost estimates. Kaitlyn brings valuable Georgia experience and a detail-oriented approach that supports high-quality plan production and collaborative project delivery. Kaitlyn earned her Bachelor of Science in Civil Engineering from Clarkson University.

Brock Hoegh, CEP | Director of National Sales & Business Development 

Brock Hoegh, CEP, has over 26 years of experience managing environmental aspects of complex transportation projects, including highways, rail, transit and corridor planning in both rural and urban areas. He has led NEPA documentation efforts and provided oversight, project review, resource and staff management, and coordination with clients, subconsultants and multidisciplinary teams to support successful project delivery. Brock’s extensive experience includes serving as Project Director for GDOT Office of Environmental Services Statewide Support Services contracts and providing senior advisory support on key mobility and freight corridor projects. He holds a Master of Community and Regional Planning and a Bachelor of Science in Natural Resources from the University of Nebraska.
