B&N ELECTS NEW ASSOCIATE OWNERS

B&N is pleased to announce our newest Associate Owners. Please join us in congratulating our colleagues on this achievement. 

Eric Harbeson, PE

Eric joined B&N in January 2025 as a Bridge Inspection Engineer based in the Austin office. Eric brings twenty years of experience in bridge engineering, including the last thirteen years conducting structural inspections using and directing non-destructive testing methods, fracture critical inspections, forensics investigations and leading rope access teams. He has performed structural assessment work on bridges, tunnels, signs, mine headframes, buildings, dams and a fully rotatable radio telescope. His knowledge also includes load rating analysis, rehabilitation design, repair design and providing oversight for repair and maintenance activities. Eric graduated from the University of Delaware with a Bachelor of Science in Civil Engineering. 

Chris Lemka, PE

Chris joined B&N in August 2024 as Deputy District Director in B&N’s Phoenix office. His 27 years of experience includes private development reviews, traffic studies, responding to neighborhood traffic concerns, school circulation, fiber, ITS, traffic signal design and signal timing. As a former City Traffic Engineer, Chris managed all aspects of traffic engineering, including project programming, coordination with internal and external stakeholders, ultimate oversight for every traffic-related project in the city and the capital and operating budgets. Chris attended Arizona State University, where he earned a Bachelor of Science in Civil Engineering. 

Duane McKinney, PE

Duane is the Director of Alternative Delivery in our Indianapolis office. He joined B&N in October 2024 with 29 years of experience, which includes working on some of the largest transportation projects in the US including interstates, light rail, high-speed rail and local transit facilities. Duane excels at identifying and developing risk management approaches for risk analysis, evaluations and risk mitigation strategies and provides coordination between organizational entities to accomplish all project design, construction and maintenance phases. Duane earned a Bachelor of Science in Civil Engineering from Purdue University

Dam Nguyen 

Dam joined B&N’s Tampa office in 2020 and is a Technical Project Manager in the Roadway Section. With over 19 years of experience, he has a strong background in Design-Build transportation projects and plays a key role in building that practice in the state of Florida. Dam excels at project management, building client relationships and team collaboration. His expertise ranges from virtual weight stations to multi-level complex interchanges, roadway geometric design, plans production and temporary traffic control planning. Dam attended the University of South Florida, where he earned a Bachelor of Science in Civil Engineering.

Ed Spahr, PE 

Ed has a combined 11 years with B&N and 25 years of experience in the industry. He rejoined B&N in July 2021 as the Director of Bridges in the Indianapolis office after seven years working as a bridge designer and team leader within the Indiana Department of Transportation’s (INDOT) bridge group. Over the course of his career, he has contributed to thousands of bridge inspection and rehabilitation designs. His experience as a consulting engineer and INDOT employee brings an important and unique perspective to projects. Ed attended Purdue University, where he earned a Bachelor and Master of Science in Civil Engineering. 

Carl Spirio, PE 

Carl joined B&N in January 2023 and is the Section Director for the Florida Drainage/Environmental Group. His expertise in drainage and environmental permitting spans more than 36 years in the public and private sectors. This includes developing Drainage Policies and Procedures for the Florida Department of Transportation (FDOT). His design expertise includes integrated stormwater management and watershed planning, drainage conveyance, bridge hydraulics modeling, scour design, coastal protection, watershed and floodplain modeling, stormwater/environmental permitting and site-civil/transportation design. Carl is a University of South Florida graduate with a Bachelor of Science in Civil Engineering. 

Will Strehler, PE 

Will joined B&N in 2015 and is a bridge engineer and project manager in our Portland office. He has been an integral part of the growth and expansion in the Oregon market while also working on inspections and evaluations of bridges, dams and other structures. Over the course of his career, Will has participated in more than 2,200 bridge inspections in nine states. He is one of B&N’s licensed FAA Unmanned Aircraft Systems (UAS) Remote pilots, coordinating flights with the Bureau of Reclamation, the US Coast Guard and NASA. Will earned a Bachelor of Science in Civil Engineering from Portland State University and a Master of Science in Civil Engineering from Oregon State University.
