Burgess & Niple is currently seeking an Alternative Delivery Specialist to join our multi-discipline engineering consulting firm in our Indianapolis office. This position is an exciting opportunity for a motivated individual to join our local team and utilize their expertise in alternative project delivery methods including Progressive-Design-Build (PDB), Design-Build (D/B), Build-Operate-Transfer (BOT), Construction Manager to Construct (CMc), Guaranteed Maximum Price (GMP), and Construction Manager/General Contractor (CMGC) for Indiana Department of Transportation (INDOT), local government agencies and/or utilities within the state of Indiana.

B&N Project Manager Responsibilities:

  • Lead and manage projects utilizing alternative delivery methods including Build-Operate-Transfer (BOT), Design-Build (DB), Progressive Design-Build (PDB), Construction Manager to Construct (CMc), Guaranteed Maximum Price (GMP), and Construction Manager/General Contractor (CMGC), and approaches with a focus on Indiana local agency clients and utilities
  • Develop and maintain client relationships with INDOT, counties, municipalities, townships, utilities and other local government agencies throughout Indiana
  • Guide local agency clients through the alternative delivery procurement process, helping them understand available options and best practices
  • Coordinate with design teams, contractors, and stakeholders to ensure successful project implementation
  • Provide expertise in alternative delivery contract development and risk management tailored to state and local agency requirements
  • Support proposal development for local agency alternative delivery projects
  • Monitor project performance indicators, budgets, and schedules for state and local agency clients
  • Develop scopes of work and budgets aligned with state and local government funding mechanisms and constraints
  • Facilitate communication between all project stakeholders throughout the project lifecycle
  • Stay current with Indiana-specific state code and local agency procurement rules, funding sources, and approval processes
  • Represent B&N at state and local government meetings, regional conferences, utility board meetings and municipal marketing functions
  • Support business development efforts by identifying and pursuing new opportunities with clients
  • Mentor junior staff members on alternative delivery methodologies and practices for state and local government clients

Skills & Qualifications:

  • Bachelor's degree in Construction Management, Business Administration, or related field
  • 3+ years of experience with alternative delivery methods including those mentioned above
  • Demonstrated experience with project management in state, municipal or county infrastructure projects
  • Strong understanding of Indiana state code and local government procedures, particularly procurement processes for alternative delivery
  • Knowledge of state and local agency funding sources, including grants, bonds, and state programs
  • Excellent verbal and written communication skills with ability to explain complex concepts to local officials
  • Strong leadership abilities and team collaboration skills
  • Experience managing budgets, schedules, and project risks for local agency projects
  • Understanding of contract structures and risk allocation in alternative delivery models for local governments
  • Proficiency with Microsoft Office Suite and project management software

Preferred Qualifications

  • Bachelor's degree in Construction Management, Business Administration, or related field
  • 3+ years of experience with alternative delivery methods including those mentioned above
  • Experience working directly with Indiana municipalities, counties, or regional planning agencies
  • Knowledge of Indiana local government infrastructure needs and regulatory environment
  • Design-Build Institute of America (DBIA) certification or similar credentials
  • Experience with local agency public-private partnerships (P3) delivery models
  • Familiarity with local government transportation, water/wastewater, or other infrastructure projects
  • Experience navigating interlocal or interagency agreements for collaborative projects
